Abstract


Literacy development in Kalimantan has not yet achieved satisfactory results. According to the National Library's 2022 study, only East Kalimantan ranks among the top 10 provinces with the highest National Reading Interest Level (TGM), and only South Kalimantan achieved the highest Community Literacy Development Index (IPLM). The problem statement addresses three main aspects, why literacy development in Kalimantan is lower than in other provinces, what factors hinder it, and what factors contribute to its success. The results reveal several contributing factors to the low literacy development, including limited library human resources, ineffective leadership, bureaucratic politicization, poor planning, and dualism in literacy budgeting. However, the study also identifies success factors, such as effective communication between leaders and staff and support from various stakeholders. This research aims to analyze the reasons behind Kalimantan's low literacy development, identify inhibiting factors, discover success factors, and provide recommendations for improvement. The study covers 2019 to 2021 using qualitative method with a descriptive approach and literature review. In conclusion, the low literacy development in Kalimantan is due to several inhibiting factors, but there are also success factors that can guide improvement. New findings highlight the importance of effective communication and cooperation between librarians and the government to enhance competencies and literacy development. The recommendations aim to help improve literacy development in Kalimantan in the future.
