Policies
Padjadjaran Journal of Law (PJIH) is an accredited, open-access journal established in 2014. Published quarterly (April, August, and December), the journal focuses on public law topics, including legal interpretation, case studies, and policy analysis. PJIH aims to contribute to the promotion and development of law in response to the rapid growth of global issues.
PJIH has been published online since Volume 3 (2016). While a printed edition was previously available starting from Volume 5 (2018), the journal transitioned to a fully digital publication in 2025. Currently, PJIH no longer provides printed copies, and all published articles are exclusively available to the public in PDF format.
Peer Review Process
PJIH employs a double-blind peer-review system. Manuscripts are initially evaluated by editorial board members based on their field of specialization to ensure alignment with PJIH's criteria. Eligible manuscripts are then assigned to at least two anonymous reviewers (a third peer-reviewer may be involved if further recommendation is required).
In reviewing submitted articles, reviewers refer to the scoring guide provided by the Editorial Board, which assesses the originality of ideas, accuracy of applied theories, and writing methodology. Prior to the review process, the Editor conducts a similarity check using Turnitin. If a manuscript exceeds a 15% similarity index, it will be returned to the author for revision.
Following the review, comments are sent to the corresponding author for necessary responses. The Editor aims to inform the author of the final decision within 60 days. The final decision on manuscript acceptance is made by the Editor-in-Chief (alongside the Editorial Board, if required) based on the reviewers' critical comments. PJIH issues four types of decisions:
- Accepted as it is
- Accepted with Minor Revisions (authors are given a stipulated time to revise)
- Accepted with Major Revisions (authors are given a stipulated time to revise)
- Rejected (typically on the grounds of falling outside the journal's scope, major technical issues, or lack of clarity in presentation)
All submissions must use Mendeley as a Reference Manager Tool and adhere to the Chicago Manual of Style 17th Edition (full note).
Open Access Policy
PJIH operates under an open-access publishing model consistent with the Budapest Open Access Initiative (BOAI). To support a greater global exchange of knowledge, all articles are freely accessible immediately upon publication and are licensed under the Creative Commons Attribution 4.0 International License (CC BY 4.0). Furthermore, every published article is assigned a DOI (Digital Object Identifier) via CrossRef to guarantee persistent linking and reliable citation tracking.
Article Processing Charges (APC) / Author Fees
Padjadjaran Jurnal Ilmu Hukum (PJIH) charges an Article Processing Charge (APC) to cover the costs of peer-review administration and management, professional production of articles, and dissemination of published papers.
- Article Submission: 0.00 (IDR) (PJIH does not charge any submission fees.)
- Article Publication Fee: 4,000,000 (IDR) (or approximately $300 USD for international authors).
The publication fee is only requested after the manuscript has been officially accepted for publication. There are no hidden or extra charges for the length of the article or for color figures.
Copyright and Licensing Policies
Authors submitting a manuscript do so with the understanding that, if accepted for publication, the copyright of the article is assigned to Padjadjaran Jurnal Ilmu Hukum (Journal of Law), Faculty of Law, Universitas Padjadjaran, as the publisher.
However, in alignment with our Open Access Policy, the publisher applies the Creative Commons Attribution 4.0 International License (CC BY 4.0) to all published articles. Under this license, written permission from the publisher is not required for the reproduction, storage in databases, or transmission of any part of this journal. The public (including the authors) is explicitly granted the right to read, download, copy, distribute, print, search, or link to the full texts of the articles for any lawful purpose.
Attribution Requirement:
The only requirement for reproduction or distribution is that appropriate credit must be given. Any reproduction, posting, or transmission of the article must explicitly acknowledge the original author(s) and cite Universitas Padjadjaran as the first publisher and copyright holder (e.g., Universitas Padjadjaran © 2026).

Author Rights
Because the journal operates under a CC BY 4.0 license, authors retain broad and significant scholarly rights. Authors are always permitted to share and use their work without requiring further permission from Universitas Padjadjaran. These rights include, but are not limited to:
- Storage and Back-up: Saving the article on personal computers or digital media.
- Public Sharing: Posting the published article on personal websites, institutional repositories, or any open-access publication site affiliated with the author's place of employment.
- Educational Use: Using the article for educational purposes, such as posting on a course website for a class taught by the author at their employing university or college.
The Copyright Transfer Form can be downloaded here: Copyright Transfer Agreement. The originally signed form should be sent to the Editorial Office via mail, scanned document, or fax.
Archiving and Digital Preservation
To ensure long-term preservation, this journal utilizes CLOCKSS digital archiving and the LOCKSS system. These systems create a distributed archiving network among participating libraries, permitting the creation of permanent archives of the journal for purposes of preservation and restoration.
