Abstract

This paper examines the foreign policies of Saudi Arabia and Türkiye towards Hamas. This Islamist group has become a major actor in the Palestinian-Israeli conflict in the past decade. This article aims to analyze the two countries’ different approaches in addressing Hamas by capturing the political, ideological, and regional geopolitical factors at play. Using a qualitative approach and desk study method, data is obtained by analyzing official documents, diplomatic statements, and academic literature. The results of the study show that Saudi Arabia tends to keep its distance from Hamas due to its affiliation with the Muslim Brotherhood and concerns over Islamic radicalism, and supports the Palestinian Authority as a legitimate partner in the Palestinian issue. In contrast, Türkiye shows political closeness to Hamas as part of Islamist populist diplomacy and regional influence strategy. These differences suggest fragmentation in Muslim-majority countries’ support for Palestine and reflect the dynamics of power politics in the Middle East. This study is essential to understanding the implications of foreign policy for the unity of the Palestinian cause and regional stability.
