Mapping Coastal Community-Based Tourism Empowerment: Public Policy and Sustainable Development on Bangka Island

Abstract

This study analyzes the conceptualization and practice of community-based tourism empowerment on Bangka Island, serving as a strategic approach to promote sustainable and inclusive coastal tourism. Employing a qualitative descriptive approach, data were gathered through interviews with nine key informants, observations, and policy document analysis. Findings reveal that these empowerment initiatives significantly strengthen individual and institutional capacities, enhance community participation in tourism planning, and drive economic diversification from extractive industries to sustainable tourism. Furthermore, this approach facilitates economic transformation through the development of micro, small, and medium enterprises (MSMEs) and coastal ecotourism, concurrently reinforcing environmental conservation and cultural preservation. However, empowerment efforts continue to face challenges, including limited substantive community participation, reliance on top-down policy frameworks, and unequal distribution of tourism benefits. The sustainability of coastal tourism on Bangka Island is largely determined by the synergy between government policies, strengthening community institutions, resource utilization based on local wisdom, and a balance between economic interests and coastal ecosystem protection. Coastal tourism development on Bangka Island requires participatory and collaborative governance that positions coastal communities as key actors, with the government as facilitator and regulator. Synergy between the government and the community is crucial for achieving social, economic, and environmental sustainability. While this study provides in-depth contextual insights, its cross-sectional nature and focus on local actors present certain limitations. Therefore, future research should incorporate broader stakeholder perspectives, including private investors and tourists, and employ longitudinal designs to fully capture the dynamic impacts of sustainable coastal tourism empowerment.
